KCS Railroad Will Resume Freight Rail Traffic through Richardson, Plano, Wylie, and Murphy, Texas

Notification:

This is a community notification for the cities of Richardson and Plano.

AWH, DART Silver Line design-build contractor, reached an agreement with Kansas City Southern, (“KCS”) Railroad to shut down freight operations through Richardson and Plano beginning July 2022 to construct new rail and rail structures for the DART Silver Line Reginal Rail Project. AWH has completed major construction activity and per the agreement with KCS, freight rail service is scheduled to resume Sunday, March 3, 2024 at 10:00 pm. The KCS Railroad is to resume freight traffic along freight alignment, affecting the at-grade street crossings between Custer Parkway in Richardson and Los Rios Boulevard in Plano.

Freight traffic will only occur in Richardson and Plano, not within North Dallas.

At-grade Street Crossings:

With the start of freight rail traffic in 2024, at-grade street crossings at fourteen crossings will be reactivated. In addition to freight traffic reactivation, crossing gates, crossing signals and pedestrian gates will return to normal operation.

At-grade railroad street crossings are as follows:

o   Custer Pkwy

o   Alma Rd

·       Plano

o   US 75 Southbound Frontage Rd.

o   US 75 Northbound Frontage Rd.

o   E Plano Pkwy (near US 75)

o   F Ave

o   10th St

o   K Ave

o   Municipal Ave

o   N Ave

o   Jupiter Rd

o   Shiloh Rd

o   Los Rios Blvd

o   E Plano Pkwy (near 14th Street)

Schedule:

The anticipated freight activity will be at the discretion and scheduling of KCS and Herzog Transit Services, Inc. (“HTSI”).

Quiet Zone:

The at-grade street crossings are set as quiet zone crossings, meaning trains will not sound their horns unless the freight train engineer deems it necessary due to security and safety concerns on or near the rail.

General Information:

The freight train will run independently of the Silver Line Regional Rail although it will share the Silver Line track between Custer Road and Alma Road in Richardson and K Avenue and Los Rios Boulevard in Plano (see attached map). This reactivation of freight traffic DOES NOT include North Dallas. There will not be any freight rail traffic along DART Silver Line rail between Dallas North Tollway and Waterview Parkway in North Dallas.
